"What (and who) keeps Maori students back? Why do they consistently 'choose' second and third best? In this race (there is, of course, a larger question, should there be a race? for positions in a stratified and unequal society, do all New Zealand students compete under the same conditions, or are some carrying burdens which will slow them down, leaving only the 'rubbish jobs' or a 'no vacancy' sign at the end of the run? Why do so many Maori students drop out of the race? Are they just 'dumb', 'unmotivated', or have they made a realistic judgement about their chances and have preferred to go another way rather than suffer the humiliation of arriving last past the post?"

They include: Honouring the principles of the Treaty of Waitangi to protect the Maori interests specified in the Treaty; Eliminating the gaps which exist between the educational personal, social, economic and cultural well-being of Maori people and that of the general population; Dealing fairly, justly and expeditiously with breaches of the Treaty of Waitangi; Providing for Maori language and culture to receive an equitable allocation of resources and a fair opportunity to develop; Promoting decision making which provides opportunities for Maori people to participate on jointly agreed terms in such policy formulation and service delivery; Encouraging Maori participation in the political process."

The presentations, which involved nine people, followed traditional Maori protocol illustrating i practice the dynamic quality of the concepts contained within the paper and the title. This paper is dedicated to John Wilson, Charge Nurse, Whai-ora, Tokanui Hospital who was tragically killed in a motor vehicle accident (16/9/86).

The current backlash against Maoridoms struggle for a genuine partnership in accordance with the |Treaty of Waitangi is thus not confined to the extreme right or event the liberal middle.
